Seoul museum of art has massive permanent collection that's completely free plus rotating contemporary korean shows. Multiple locations including City Hall area, most temporary exhibits also free.

Friday evening programs are incredible - artist talks, film screenings, workshops usually free or under 10000 krw. Way better than paying tourist prices for commercial galleries.
