Airport taxis to hotel zone should cost 400-500 pesos max. They'll quote you 800-1000. Walk to the official taxi stand, not the guys who approach you at arrivals.

Better yet, book airport transfer through your hotel or use the ADO bus for 75 pesos to downtown, then local bus to hotel zone for another 12 pesos.
